If Downloaded file is .CHM and not opened then Right Click on File Select Propertiesand click on UnBlockoption.
If Downloaded file is shown as special characters in Web Browser then pls. click on Browser's Back button and Right Click on DOWNLOAD Link and select Save Target As.... option
